Historical Context
Diocletian became emperor in AD 284 and rebuilt imperial government after the third-century crisis. He created the Tetrarchy, sharing authority among two senior and two junior emperors to improve succession and frontier defense.
His reign brought administrative, military and monetary reform, but also the empire’s last major persecution of Christians. Diocletian voluntarily abdicated in AD 305, an extraordinary act for a Roman emperor.
